Updates from Councilman Moxley - Councilman Moxley advised that the resurfacing of Maiden Choice Lane, addressed at length during our March meeting by Charles Kucera, has been advanced to the 2001 fiscal year. Work had been scheduled for 2006 but after reviewing the photographs Mr. Kucera presented and making a site visit, Councilman Moxley was persuaded of the serious nature of the deterioration of the street. The Councilman will work with GACA and the immediate community regarding a possible widening of the road - at which time on street parking may be permitted, or maintenance of the present road bed without on-street parking.
Also discussed was the on-going situation with Southwest Video. We had been advised at an earlier meeting that all citations against Southwest were being stayed pending the outcome of the owner's appeal to Federal District Court on First Amendment grounds. However, we have recently received a notice of a hearing against the owner of Southwest scheduled for April 27, 2000. Councilman Moxley's office will advise us if this is an accurate hearing date. There has been some discussion that the property was foreclosed and resold. As of this date, we have not been able to confirm that information.
The funding for the Boys and Girls Club was approved by the passage of the Governor's budget bill during the legislative session. Councilman Moxley announced that although the funding from the State fell somewhat short of what had been requested, the County will be able to make up the difference. Negotiations with AMF for the purchase of the former bowling alley continue.
The Councilman and his office have assisted GACA in pursuing the operation of an illegal delivery/messenger type business on Stevens Ave. Neighbors had complained of numerous cars and vans being parked and dispatched from the street along with the parking of a unhitched U-Haul trailer for storage. After confirming the complaint, GACA contacted the Councilman's office and have been advised that investigative and corrective actions have been taken. We will continue to monitor the situation.
Finally, a bill has been introduced in the County Council at the request of the County Executive to regulate after-hours clubs. This is a measure with County-wide significance. The bill, now in draft form, would define the nature of an after hours club, limit the locations acceptable for their operation, and place other limitations on the nature of the business and hours of operation.
Delegate Malone advised that the State has finalized the purchase of the Molding and Millwork property on Southwestern Blvd. and will move forward to demolish the buildings there after the business is vacated on or before July 1, 2000. Once the State has leveled the lot, a decision will be made regarding the construction of a parking garage on site. The goal of this purchase is to resolve the problem of transient parking in the surrounding residential community. Delegate Malone assures us that we will have an opportunity to meeting with the Department of Transportation to express our concerns about parking and increased cut though traffic before a final design plan is implemented.
The Delegate also addressed the pending sale of the Mears property on South Rolling Rd. A meeting will be held on Tuesday, April 18 to address community concerns about the sale.
Delegate Malone also touched on some legislation of general interest including the State's elimination of the inheritance tax to some transactions (spouses, parents, grandparents).

The CPHA has scheduled a metro area meeting on April 30, 2000 to discuss regional solutions.
